Officers will not be able to stop the ACR of personnel in Uttarakhand, Chief Secretary gave instructions

Officers in the state services will not be able to keep the online annual confidential entry (ACR) of subordinate personnel pending without reason. Now if the officer does not fill the ACR of any personnel by June 30, it will automatically be forwarded to the next stage. On the instructions of the Chief Secretary, the process of change in the IFMs portal has been started for this. The Chief Secretary has issued a letter to all the officers and has instructed them to review the pending online cases in the departments and provide its compliance report to the government every month. Along with this, he has also given instructions to compulsorily promote the eligible personnel in the selection year in relation to the vacant posts in all the departments by July 1. The state government has implemented the system of annual confidential entry of personnel of Group A, B and C in the state services. Under this, the service book of all personnel has been linked to IFMs. In this, the ACR of the personnel is filled through online medium. Some time back, during the review of pending cases of personnel by the Chief Secretary, it came to light that ACRs of many personnel from the year 2021-22 to 2023-24 are pending. Due to this, their service related cases are getting affected. In view of this, the Chief Secretary has now written a letter to all the officers and said that the process should be taken forward as per the time schedule prescribed in the government order regarding ACR of personnel.
At the same time, in the meeting of the Secretary Committee, the Chief Secretary has given instructions to expedite the digitization of IFMS data and also to continuously update the GPF related data of Class IV employees and drivers.
