Chief Minister Trivendra Singh Rawat participated in a video conference of Chief Ministers held on Monday under the chairmanship of Prime Minister Shri Narendra Modi.

On this occasion, the Chief Minister said that the country is feeling safe today due to the bold decision taken by the Prime Minister. The Chief Minister also thanked the Prime Minister from time to time for the guidance given by Covid-19 as well as other central ministers, cabinet secretaries and other departmental secretaries.
Chief Minister Shri Trivendra informed the Prime Minister that no poor person of the state has slept hungry during the lockdown. Extensive arrangements have been made at the social level along with the state government. About 500 doctors were deployed in the state for prevention of Covid-19 and the same number of paramedical staff were arranged. Arrangements have been made for ICU, ventilator and bypap and training of paramedical staff in 11 of the 13 districts of the state so that any unusual situation can be faced. The Chief Minister said that corona cases in the state are doubling in 45 days and the recovery rate is 67.6 percent. He said that there are 68 positive cases in the state out of which 46 people have returned home after recovering.
The Chief Minister said that 45 thousand migrants have been brought back to the state so far. The expenditure of which has been borne by the State Government. People are also being brought back from Pune and Surat by train. An amount of Rs 2,000 has been deposited in the account of about 2 lakh workers by the state government. Work has been started in about 3500 industries with 45 percent capacity.
The Chief Minister said that labor laws have been reformed in the state. Initiatives have been taken towards contract farming. Like the industries, the Chief Minister said that the portal should be prepared like a single window system to the farmers. He said that if the farmer is strong then economic activities will also increase. He said that mining of chugan required large number of workers. For this also, the Chief Minister expected to be given priority in granting permission from NGT.
The Chief Minister said that along with grant of permission to open residential schools in the state, the loan limit should be reduced from 3 percent to 4 percent due to financial constraints and reduction in tax collection. Economic activities should be allowed outside the Containment Zone. Limited tourism activities should be allowed in the middle of the green zone within the state. Mukhyamantri Swarozgar Yojana has been started by the state on the form of PMEGP.
The Chief Minister said that hotels, restaurants and tourism and transport business have been the worst affected due to this epidemic. There are about two and a half lakh MSME industries in the state which provide employment to many lakhs of people, they should be considered for giving relief.
Homestay and other activities should also be permitted in standard activities under MNREGA. Short term agricultural activities should also be permitted under MNREGA. In the category of personal benefits, the male job card holder should be allowed to construct farm production processing units (currently it is permissible only for women of NRLM self-help group.) A new scheme should be brought for laborers in urban areas on the pattern of MNREGA .
A large number of migrants are coming to the state who do not have any ration card. The Government of India has prohibited making ration cards after April 01. These people are very poor and their number in the state is around 03 lakhs. There is no immediate means of living for them. Therefore, it is very important to make their ration card. The Chief Minister said that with the funds of SDRF, all the expenses related to management of Covid-19 and creation of the infrastructure should be allowed.
