If violation of rules is found in the investigation of coaching centers operating in the state and such buildings in whose basement human activities are being conducted, then immediate corrective action will be ensured. If any institution or building owner does not take any step in this direction within the stipulated time, then legal action will be taken against him.
Investigation points also mentioned in the letter
These instructions have been given in the letter sent by the Chief Secretary to all DMs. The Chief Secretary has also clearly mentioned in the letter on which points the investigation is to be done. He has said that the investigation committee to be formed at the district level will see whether the building bye-laws have been complied with or not. It will also be seen whether the structural integrity of the building is strong or not. Whether the building owner has obtained the necessary approvals and certificates for building construction or not.
The status of the No Objection Certificate will also be checked
The committee will also check the fire safety standards. It will see whether the fire extinguisher, alarm and exit route have been clearly marked or not. The status of the no objection certificate from the fire department will also be checked. Not only this, it will also be checked whether the measures suggested by the electrical safety department have been incorporated in the electrical system installed in the building or not. It has also been instructed that the investigation committee will compulsorily document all the points and findings. Along with this, the committee will also recommend necessary recommendations and punitive action for those who do not comply with the rules in its investigation report.
The committee of the Housing Department will also investigate on six points
On the instructions of Housing Minister Premchand Agarwal, the Housing Department has constituted a committee at the district level to investigate the safety standards in coaching institutes. The committees of all the districts will investigate on six points within two weeks and provide the report to the Housing Department. To prevent recurrence of incidents like Delhi in Uttarakhand, Housing Minister Agarwal on Wednesday instructed Additional Secretary Housing Atar Singh and MDDA Vice President Banshidhar Tiwari over the phone to run a campaign to investigate coaching institutes in the state. In this sequence, the government formed a committee at the district level to investigate coaching institutes.
Standards will be checked in coaching institutes operating in all districts
In the order issued by Additional Secretary Housing Atar Singh, it has been said that to prevent incidents like Delhi here, it is necessary to check the safety standards in coaching institutes operating in all districts. For investigation, a committee will be formed under the chairmanship of the Vice President of the Development Authority in each district. Municipal Commissioner or Executive Officer, officer nominated by DM, District Fire Officer and officer nominated by SSP and SP will be the members of this committee. This committee will check the proper registration of coaching institutes, compliance of safety standards, status of compliance with building construction and development bye-laws, fire exit, entry and exit and arrangements for safety measures to deal with emergency situations.
